SEALED PROPOSALS for the furnishing of all labor, materials, equipment and services for the Standpipe Renovations which are part of the Putnam/Jackson County American Rescue Plan Project will be received by Jackson County, Tennessee until 3:00 P.M. current local time, March 20, 2025 at the office of the Jackson County Utility District, 1478 N. Grundy Quarles Hwy, Gainesboro, Tennessee The bids will be opened and read aloud at the Jackson County Utility District Office at that time. Bids may also be hand delivered or mailed to Jackson County Mayor, P. O. Box 617, Gainesboro, Tennessee 38562. The bidder shall be responsible for their early delivery.
The work shall be paid for using ARP Grant funds. The work is to be bid in One (1) Contract and consists of the following approximate quantities together with all necessary appurtenances

(Jackson County Portion)
The work to be performed under this Contract is itemized under this schedule of construction of approximate quantities listed as follows:
(1) Shelleys Tank
This project involves the interior and exterior renovations and sanitary repairs to the following existing water storage tank(s) for Jackson County Utility District, TN: 100KG Standpipe, Shelleys Tank, located at 177 Cal David Lane, Gainesboro, TN 38562
(2) Ben Hill Tank
This project involves the interior and exterior renovations and sanitary repairs to the following existing water storage tank(s) for Jackson County Utility District, TN: 75KG Standpipe, Ben Hill Tank, located at 550 N. Grundy Quarles Hwy, Gainesboro, TN 38562 and other appurtenant work as shown on the Plans and described in the Specifications and at locations to be identified by the Jackson County Utility District.
Plans and Specifications, Bid Documents, and Contract Documents may be obtained from C E DESIGNERS, INC., 108 East Commercial Avenue, Monterey, Tennessee 38574 upon the payment of $ 150.00 NON-REFUNDABLE for this contract. Bid shall be submitted on the separate copy of the PROPOSAL supplied for that purpose.
All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. Each bidder shall write on the outside of the envelope containing his bid (1) his contractor's license number, (2) the license expiration date, and (3) that part of the classification applying to the bid. If this is not done, the bid will not be opened.
Bids shall be accompanied by a certified check or bid bond in an amount equal to five percent (5%) of the bid to insure the execution of the Contract for which such bid is made. In case the bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a Contract with Jackson County, Tennessee, within ten (10) days from the time he shall be notified of the acceptance of his bid, the said check or bid bond shall be forfeited to Jackson County, Tennessee, as liquidated damages for the failure to do so.
The successful bidder or bidders will be required to furnish an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the Contract price.
Liquidated damages in the amounts set out in the Specifications and Contract Documents will be assessed for failure to complete the work within the contract completion time as specified herein.
The bidder shall submit an affidavit stating that he as a company has a drug and alcohol testing program at least as stringent as that of the program operated by the governmental entity. All as required by the Tennessee Drug-Free Workplace Act. A copy of the owners program is available for review at either the Owner=s office or the Engineer=s office.
The Owner reserves the right to reject any and all bids, and to waive any informalities, and to negotiate with any and all bidders.
No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.

Notice is hereby given that on the 12th day of February 2025 letters testamentary (or of administration as the case may be) in respect of the estate of Dolores Cook who died February 11, 2025 were issued to the undersigned by the Probate Court of Jackson County, Tennessee.
